Config Split 2.x and the future of CMI2

Config Split is installed on around 45k sites and has remained fairly stable over the last four years. It is very versatile and covers many use cases. This has not made it easier to document it and provide a recommended way of using it. In addition some of the workflows require editing settings.php and using drush in a specific sequence.

So in the new 2.x branch we introduced many new quality of life improvements and new UI options to manage splits and their config. The functionality of 2.x is still the same as 1.x but using the API added to Drupal 8.8 so there should not be any backwards incompatibility concerns. But some of those new features - like activating and deactivating of splits and saving the split as a collection in the sync folder - will serve as a test bed for the simpler and more opinionated Config Environment module that is planned to be added to Drupal core.
