Configuration Management Initiative 2.0

The configuration management initiative 2 has scored a big win in Drupal 8.8 with the addition of a new API.
So while the efforts in core were focused on releasing Drupal 9, we have been working on updating contrib to use the new core API.
Now with some experience and with Drupal 9 ready for new features we focus again on adding improvements to the configuration management experience.
