Creating a new theme for Drupal core

Drupal 8 will ship with one front facing theme, Bartik. While there's nothing wrong with Bartik besides it's age, the process of getting it into core was difficult and painful, and we should be able to 'freshen up' the default look and feel of Drupal to keep up with the times.
