Historically Drupal.org development followed ad-hoc volunteer-driven process. Over the last few years, with the introduction of Drupal.org Working Groups and formation of full time staff team at the Drupal Association, the process was slowly morphed into a more predictable one. Features and initiatives are planned in advance based on user needs, organizational goals and usage data.
